Introduction

The Washington District (the District) was founded in 1850 as Washington Town, and today it stretches from the Sacramento River to 7th street and from A Street to the Tower Bridge Gateway. As West Sacramento’s oldest district, it provides a rich source of local history and culture. The district was originally developed for industrial and residential use for workers within its steamboat navigation and shipping industries.

Today the district has the potential to become an innovative, mixed-use, transit served community that can better meet the needs of future use. Located on the edge of the Sacramento River and near River Walk Park, Raley Field, the Barn and City Hall, the District is well-positioned in an area with an increasing diversity of use.

Due to its age and the demands of urban development, additional strain has been revealed in the District’s infrastructure, including inadequate water, sewer, storm drain, and transportation backbones. Substantial utility and street improvements are needed in order to accommodate existing and alternative modes of travel in the neighborhood.

The former fire station on 3rd street is an example of revitalization occurring in the District.

Project Description

The objective of the Washington District Sustainable Community Infrastructure Project (WDSCIP) is to correct some of these infrastructure deficiencies and help the District realize its potential. Sidewalks will be made more accessible, bike lanes added, and several roadways will be re-evaluated for more efficient multi-modal traffic flow. Large street canopy trees will be preserved and new street trees will be planted. The project will also be designed to handle a future streetcar extension that will circulate along the Third Street corridor, jogging west to 5th Street and then east on C Street and over the new bridge to connect to Railyards Boulevard in Sacramento (currently under design as I Street Bridge Replacement Project). Water, sewer, and storm lines will be upsized and replaced and overhead utilities undergrounded where feasible. Lastly, public art will be incorporated as way-finding features to help create a sense of place.

Project Schedule

Construction was completed in 2019.

Project Resource Allocation

The funding sources is $4.2 million climate investment fund grant awarded by the California Strategic Growth Council for Infrastructure, the state Active Transportation Program (ATP), and local match by the city of West Sacramento’s community investment fund and sewer impact fees.
The design and construction cost is approximately $5.7 million.
